HB 1281 was signed into law on March 27, 2007 by Governor Bill Ritter.

In 2004 Colorado voters approved Amendment 37, which created a renewable portfolio standard for the state. HB 1281, Concerning Increased Renewable Energy Standards, doubles the standards set by Amendment 37. In addition establishing increased standards for IOUs, HB 1281 extends the RPS requirements to include rural electric cooperatives and municipal utilities cover more than 40,000 customers.

The bill requires that 4% of the renewable energy come from solar sources, of which 2 percent must be distributed solar or “on-site at customer’ facilities.”
