comments to the Colorado PUC on Xcel Energy's
(Public Service Co. of Colorado) proposed resource
acquisition plan in Docket No. 07A-447E. These
comments raise key issues, including transparency,
resource diversity and how continued transmission
constraints (and spurious allocations of transmission
costs, in some cases), and the lack of proper
transmission planning in Colorado are hindering new
development of cost-effective renewable energy
resources.
